Beltway Insider: President, G-7 Leaders Condemn Russia-Ukraine Agression; 2015 Budget Unveiled; February Jobs Report

President Barack Obama and Russian President Vladimir Putin spoke this week as the United States and members of the G8 voiced strong opposition, condemnation and possible sanctions against the superpower for its aggressive military action against the Ukraine.  

According to Gallup, President Obama's job approval, over the past week rose five percentage points to 45% of those polled who approve of his effectiveness as President and those who disapprove of his effectiveness as President rose one percentage point to 51%.  

G-7 Leaders Condemn Russia-Ukraine Advances

President Barack Obama spoke this week with G8 leaders who have unanimously condemned Russian President Vladimir Putin's violation of Ukraine territorial sovereignty and military advances on the Ukraine city of Crimea.

"An evaluation of events would suggest a broad international support for the legitimate government of Ukraine; broad condemnation of Russia's actions in violation of Ukraine's sovereignty and territorial integrity and multilateral, bilateral and unilateral efforts to consider actions to respond to Russia's actions," said White House Press Secretary Jay Carney.

President Obama, German Chancellor Angela Merkel and Japanese Prime Minister Abe discussed the need for Russia to agree quickly on the "formation of a contact group that will lead to direct dialogue between Ukraine and Russia to de-escalate the situation and restore Ukraine's territorial integrity."

The leaders, in a released read out of the conversation between the global leaders, "reiterated their grave concern over Russia's clear violation of international law through its military intervention in Ukraine."

President Vladimir Putin's response and justification remains, which has uniformly been rejected, that the current, interim Ukraine government is not illegitimate and its eastern neighbor, through diplomatic channels, reached out to the Kremlin for support and intervention.

With a military installation in Crimea, Putin indicated they could not ignore the request for assistance.

The White House and G8 governing leaders recognize the interim government as legitimate and "efforts are underway both unilaterally and multilaterally to support the new Ukrainian government and to support Ukraine in this difficult time economically," said White House Press Secretary Jay Carney.

With peace talks moving ahead on all fronts, both the Ukraine government, leaders of Crimea, the United States and other G8 dignitaries recognize the possibility and potential of greater "autonomy" and possibly succession which allows the region to join the Soviet Union.

"Secretary Kerry was in Kyiv and is in Paris talking with the Ukrainians, our allies and partners, and the Russians.  He also worked with the United Kingdom and Ukraine to hold a meeting of the signatories of the Budapest Memorandum, to which Russia was invited but chose not to attend.  That document reaffirms the obligation set out in the U.N. charter that signatories respect the territorial integrity and sovereignty of Ukraine, "Carney said.

As a singular state the Ukraine, absent of any developments that include succession by Crimea, have moved ahead where the former president failed and as recent as March 7, 2014, Ukraine Prime Minister Arsenii Yateniuk announced "A decision has been approved within nearest time to sign a political part of the Association Agreement between Ukraine and the EU. The EU participating countries shall fulfill the conditions of the FTA Agreement unilaterally. "

The transition of the Ukraine government began with the resignation of former Ukraine President Yanukovych, a long time friend of Soviet president Putin, in November 2013 who rejected an EU alliance agreement days before it was to be signed.

The Ukraine Parliament maintains the democratic elections scheduled for May 2014, will go forward.

Global leaders have unanimously condemned Russian President Vladimir Putin's violation of Ukraine territorial sovereignty and military advances on the city of Crimea.  Sanctions, in retaliation for the military action, including expulsion from the G8 have been discussed.

Symbolical actions have marked a unified direction by the Global leaders who have collectively referred to themselves as the "G7."

"The reference to the G7 is simply an indication of how united those seven countries are in our resolve to stand up for principles relating to territorial integrity and individual state sovereignty.  You've heard these seven countries speak with one voice on this issue and you've seen these seven countries demonstrate their resolve in considering a range of options to demonstrate that there will be costs associated with violating principles like this," said Principal Deputy White House Press Secretary Josh Earnest.

The White house is already fielding questions regarding the participation of the United State in the G8 summit scheduled for June in Sochi to which no announcements have been made.

 

President Obama Unveils 2015 Budget

President Obama's 2015 budget was unveiled this week in a press briefing presentation led by White House Press Secretary Jay Carney.

Additional comments, remarks and explanations by senior White House officials including Director of the Office of Management and Budget Sylvia Mathews Burwell, Chairman of the Council of Economic Advisers Jason Furman, Director of the Domestic Policy Council Cecilia Muñoz, and Director of the National Economic Council Gene Sperling accompanied the presentation.

Director of the Office of Management and Budget Sylvia Mathews Burwell began "We recognize the importance of the bipartisan funding compromise reached by the Congress, and the budget shows the President's funding priorities at the 2015 spending levels that were agreed to in the deal.  However, we believe those levels are not sufficient both in 2015 and beyond and to ensure the nation is achieving its fullest potential."

The nation won't achieve its fullest potential until its people do which is why the President has continued to move ahead, when in his power to implement his Action Year Plan absent of Congressional approval, which is evident in the inclusions and expansions of the2015 budgetary allotments.

Central to the President's belief that the nation is only as strong as its people, President Obama's  2015 budget allows for pre-school programs for every four year old.

"This budget reflects investments that run the spectrum from the early childhood space to higher education, starting with restating the President's vision to bring high-quality preschool to all 4-year-olds in this country.  And as a down payment on that vision, the budget includes a $500 million request, which is double the amount proposed in the 2014 budget, for preschool development grants to help states and cities get started in enhancing and expanding their preschool programs," said Director of the Domestic Policy Council Cecilia Muñoz.

Even as the present three month economic trend has stalled, "the administration projects that economic growth will strengthen over the next several years, as the economy continues to return to the full utilization of all its resources," said Chairman of the Council of Economic Advisers Jason Furman.

The 2015 budget also contains changes in tax law that would revolutionize the Earned Income Credit for childless workers quadrupling the potential return. The economic trend and growth is consistent with other unbiased forecasters and which who also predict all jobs lost in the recession will be reversed before 2017 as previously forecasted.

February Job Numbers Reveal Economic Stall; States Continue to Increase Minimum Wage

The economy, continuing on a slow climb, added 175,000 jobs in the month of February according to the U.S. Bureau of Labor Statistics released this week.

Employment remained unchanged from January's job report sticking at 6.7%. Even as the paltry job growth continued to slowly whittle away at the catastrophic unemployment that crippled the economy for more than 60 months, the BLS classified the economy as little changed.

Job growth in the first two months of 2014 has stalled causing economists to scale back predictions on annual growth numbers.

In the first month since President Obama focused efforts and initiatives on returning the long term unemployed to the work force, the demographic increased by 203,000 to total 3.8million. These workers classified by unemployment of 27 weeks or more comprise 37% of unemployment numbers.

Discouraged workers,  which are classified as no longer looking as they believe the job market holds no prospects, has dropped by approximately 130,000 workers from March 2013 bringing the total number 755,000 individuals who have given up searching for employment.

Involuntary part-time workers, those who have no choice and are held to part-time employment status, was little changed over the course of last month at 7.2million.

Minimum wage, also high on President Obama's Action Year agenda, is recorded as highest in Washington State at $9.32 per hour.  California is set to increase minimum wage to $10.00 per hour and twenty–two states and the District of Columbia have raised minimum wage, on some level, in accordance to the president's initiative although not cresting the $10.10 mark.

Although the economy has seen little job growth since December 2013, over the course of the year, the unemployment numbers have slowly fallen adding over 1million workers and dropping the unemployment by a single percentage point.  

The total number of unemployed Americans stands at 10.5 million and has not changed significantly over the past month even as the economy continues to limp along with little month-to-month change.

Employment continuing to trend upward in February included professional and business services, temporary services, and food service industries. Health care, which grew expediently throughout the deepest recession periods, has stalled for the third straight month with little or no change in employment.
