With the passage and implementation of America's Rescue Plan, the first major hurdle of the Biden Administration, the President is pressing forward on an agenda that includes the dividing issue of gun control, immigration, and foreign policy.

The President's job approval rating, according to the website fivethirtyeight.com, for the period ending March 28, 2021, decreased by 0.5% to 54.0% of those polled who approve of his effectiveness as President and those who disapprove of his effectiveness decreased by 0.4% percentage points to 39.7%. A slight 3% of the population polled have no opinion. Ratings are calculated weekly.

Biden Hit with Gun Violence Crossroad

Gun violence has returned with a vengeance after nearly a year of pandemic locks downs. In the past two weeks, Americans have seen the return to life pre-pandemic, and it isn't a glorious new dawn of reawakening's, thankfulness of surviving, and hopefulness of a new devotion to betterment or enlightenment.

President Biden is not new to gun violence. On December 14, 2012, Sandy Hook Elementary School was targeted by a mass shooter and four minutes later 26 students and educators were massacred. In January 2015, he was tasked with developing a plan which would address the key issues surrounding gun violence and work to stop this type of tragedy from ever happening again. Unfortunately, the best effort has not stopped guns from becoming readily.

Over the past two weeks, American has seen no less than four mass shootings. The Georgia Spas, which killed 8, The Kings Sooper Supermarket which killed 10, Virginia Beach shooting, which technically as only two were killed and eight injured, does not qualify as a mass shooting and Baltimore where again with only two fatalities and one injury, doesn't meet the designate benchmark set by the federal government as a mass shooting.

"Putting in place commonsense gun safety measures has been a passion of the President's since he was in the Senate.  He helped lead the fight to get the Brady Bill passed.  He helped pass the assault weapons ban.  He was in the lead in the Obama-Biden administration, putting in place more than a dozen executive actions on gun safety.  And this will continue to be an issue that he's focused on day in and day out in this administration," White House Press Secretary Jen Psaki said during a press conference.

The Miami Beach Spring break violence which resulted in curfews, lock downs, murders, rapes, and violence seemed to be the precursor, the wick, to a smoldering powder keg, ready to explode.

Georgia Voting laws

After suffering stinging defeats in the historically Red state, Georgia republican lawmakers introduced sweeping changes to the voting laws which critics have said disproportionately effect the large African American population residing in the state.

"It's an atrocity.  The idea — if you want any indication that it has nothing to do with fairness, nothing to do with decency — they passed a law saying you can't provide water for people standing in line while they're waiting to vote.  You don't need anything else to know that this is nothing but punitive design to keep people from voting.  You can't provide water for people about to vote?  Give me a break," President Biden said before departing on Marine One.

Georgia Governor Brian Kemp (R) signed the sweeping legislation into law this week.

"Among other things, the law requires a photo ID in order to vote absentee by mail, after more than 1.3 million Georgia voters used that option during the COVID-19 pandemic. It also cuts the time people have to request an absentee ballot and limits where ballot drop boxes can be placed and when they can be accessed," CBSnews.com reported.

President Biden indicated the Justice Department looking into the new law to determine what, if anything, can be done to counter the legislation.

Florida Gov. Steps up as GOP Standard Bearer

With a nation still clearly divided, Florida Governor Ron DeSantis, who throughout the pandemic has become known for his anti-federal government positioning, is being touted as an early front-runner for the 2024 presidential election.

DeSantis and former President Donald Trump have close political ties and the former president is often created to paving the way for DeSantis to win the governor's seat.

"The then-president's endorsement in 2018 turned a young congressman into the runaway winner of a Republican primary that featured a far more seasoned establishment favorite, Adam Putnam. Not quite three years later, many in the party see DeSantis as the person best positioned to carry on Trump's legacy as their national standard-bearer in 2024," NBCnews.com reported.

With the exception of the recent Miami spring break riots, DeSantis has charted his states own course in addressing the issues of the pandemic. With a large vulnerable population, those age 70+, DeSantis has never issued a state mandate for mask wearing, although local governments have enforced the federal mandates and has been quoted as calling the closing of public schools during the coronavirus pandemic the "biggest public health blunder" in modern U.S. history and called his detractors "flat-earthers."

Inviting conservative leaning FOX News to shadow him for the day, many interpreted as the clearest indicator of DeSantis upcoming 2024 bid to lead the GOP ticket.

"The move is politically shaded – DeSantis is drawing heightened attention in Republican circles as a potential White House contender in 2024. He recently invited Fox News to spend a day with him and his family at the Governor's Mansion, in his Capitol office, and while he brought vaccines to Central Florida. While DeSantis gains increased national focus, most of the Florida governments he's ridiculing are led by mayors who are Democrats," The Sarasota Herald-Tribune.com reported.

Vaccine Totals

Bloomberg.com has built a vaccine tracker which can be seen here. More than 531million doses have been administered to date across 141 countries. That amounts to just a little more than 15million doses daily nearly double in the past two weeks.

"In the U.S., more Americans have received at least one dose than have tested positive for the virus since the pandemic began. So far, 143 million doses have been given. In the last week, an average of 2.71 million doses per day were administered," Bloomberg.com reported.

"In the U.S., the latest vaccination rate is 2,711,611 doses per day, on average. At this pace, it will take another 4 months to cover 75% of the population," reported Bloomberg.com.

Coronavirus Totals

The infection rates of the coronavirus have continued to decline around the world. The weekly account confirms that a while infection rates have slowed early accounts of deaths may have resulted in additional coronavirus deaths which were never attributed.

A new strain, a mutation, has created global concern for leaders around the world are determining the best direction for the protection of the population. The importance of maintaining personal protective practices is imperative to controlling the spread.

For the week ending March 28, 2021, coronavirus cases globally, over the two-week period of March 14 to March 28, 2021 increased by 7,120,500 confirmed cases, bringing the total of confirmed cases worldwide to 126,608,600 people with a total worldwide death toll of 2,621,700 deaths, an increase, over the two-week period of March 14 to March 28, 2021, of 153,700.

COVID US Totals

Infections rates in the United States are also on the rise. For over the two-week period of March 14 to March 28, 2021, the total confirmed cases rose to 30,239,600 people with new confirmed cases increasing by 816,000 with an average of 58,285 cases daily over a fourteen-day period. The coronavirus has claimed 548,300 total deaths, a two week increase of 14,400 deaths. (Data from The New York Times).

Legal Rape and Voluntary Consumption Loophole

Women's rights suffered a major blow this week when the Minnesota State Supreme Court ruled that a man cannot be held responsible for sexual assault committed after luring a female by deception with the ruse of "a party" because of a legal loophole called voluntary consumption, according to The Washington Post.

After the woman accepted the offer to attend the party, she had according to reports voluntarily drank six vodka shots and ingested a prescription pill. She subsequently "blacked out." When she awoke, she found her shorts around her ankles. She went to the hospital and had a rape test which confirmed she had been sexually assaulted.

Unpacking this ruling, which will or at least should be a matter for the Supreme Court, fails to recognize several key points including the rape occurred by deception and the notion of voluntary intoxication precluding responsibility for sexual assault.

Failure to recognize unconsciousness as a key indicator in consent presents a clear deterioration of society as unconscious victims have no capacity to consent. Voluntary consumption laws provide legal loopholes to predators who prey on the impaired facilities of victims, even to the point of buying the alcohol for the victim with the intent of creating impaired facilities for sexual assault.

With the possibility of this case appearing on the Supreme Court docket, voluntary consumption law essentially infringes on the victims Constitutional Rights, as the pursuit of happiness could include alcohol consumption to the point of impaired facilities, which does not equate to the implied consent to engage in sexual activity of any kind, which also violates the pursuit of happiness.

Immigration

The onslaught of illegal immigrants crossing the southern border states has taken the life of a nine-year-old child, who, along with her family were crossing the Rio Grande river. The child could not swim and drowned. The story is heartbreaking and highlights the current State of Emergency at the southern borders.

"Austin L. Skero II, the chief patrol agent for the Border Patrol's Del Rio sector in South Texas, said that his agents had rescued more than 500 migrants attempting to illegally enter the country since the start of the current fiscal year, which began Oct. 1. A total of 82 migrants have died in that period, according to C.B.P. data," The New York Times reported.

Illegal immigrants have overwhelmed the border agents and have been arriving by the boatloads. The influx has increased to a frenzied state with nearly thirty illegals arriving every ten minutes. This equates to 180 per hour which over a single month could equate to 129,000. Even if the figure is halved the possibly of 64,800 illegal immigrants arriving every month clearly, without doubt, is evidence of a bigger problem.

Illegal immigration is not a new problem and every president in the 20th Century had the same issues of determining the best practices and polices to handle the influx of illegals from Latin America, or the Northern Triangle, the Biden Administration is no different.

"And when I was Vice President, I got a similar assignment, but one of the things we did was we made sure that we got a bipartisan agreement with Democrats and Republicans to provide over $700 million to the countries in the Northern Triangle to determine the best way to keep people from coming is keep them from wanting to leave. And the reason why so many people were leaving, we learned, was that not only gang violence and trafficking and cartels, but natural disasters, hurricanes, floods, earthquakes," President Biden said during a press conference.

Appropriating funding to address the issues within these nation, essentially foreign aid to improve living condition within the nations that are seeing the greatest migration, if handled appropriately could result in slowing the influx.

As the war on immigration continues, the media is quick to provide the war footage, the worst-case scenarios that highlight the out-of-control border crossings. The nine-year-old, her mother and younger brother were found on the Mexican side of the border.

If this tragedy had occurred in any city, any town USA, with the exact circumstance, the parents would be charged with involuntary manslaughter. As we have seen the law is a harsh mentor of life in America.

Tokyo Olympics

The besieged Tokyo Olympic, rescheduled after the 2020 cancellation, has announced the games will go on this July 2021.

With the world still facing restrictions, lockdowns, increasing confirmed coronavirus cases, as well as increased vaccinations, the games will largely be for the global television audiences and void of international and possible even local spectators.

"A series of health, economic and political challenges have besieged the Games. Even as the organizers decided last week to bar international spectators, epidemiologists warn that the Olympics could become a superspreader event. Thousands of athletes and other participants will descend on Tokyo from more than 200 countries while much of the Japanese public remains unvaccinated," The New York Times reported.

The Olympic Games will begin July 23, 2021 and run until August 8, 2021.
